科技创新、要素市场扭曲与环境污染 被引量:3

Technological Innovation,Factor Market Distortion and Environmental Pollution

摘要 基于2003—2015年283个地级市面板数据,利用双边随机前沿模型测算科技创新和要素市场扭曲对环境污染的双边影响。研究结果表明:第一,要素市场扭曲增加了42.98%的环境污染,科技创新降低了25.55%的环境污染,由于要素市场扭曲和科技创新对环境污染的共同作用,最终导致城市环境污染水平高出17.43%。第二,科技创新与要素市场扭曲共同作用的净效应增加了环境污染,且在不同年份、不同地区和不同省份两者的净效应均为正,表明要素市场扭曲显著加剧了环境污染。第三,时间特征分析表明,科技创新与要素市场扭曲对环境污染影响的净效应在不同年份内为正且呈递减趋势。第四,不同省份科技创新与要素市场扭曲对环境污染影响的净效应均为正值。第五,不同地区净效应仍然为正,但存在地区差异。西部地区净效应最大,中部其次,东部最小。 Based on the panel data of 283 prefecture level cities from 2003 to 2015,the positive effect of technological innovation on environmental pollution,the negative effect of factor market distortion on environmental pollution and the net effect of the interaction between them were calculated by using the bilateral stochastic frontier model.The results show that,first,the negative effect of factor market distortions aggravates environmental pollution by 42.98%,and the positive effect of scientific and technological innovation reduces environmental pollution by 25.55%.The interaction between factor market distortion and technological innovation weakens the role of factor market distortion in reducing the pollution of technology innovation,and ultimately leads to the fact that the actual urban environmental pollution level is 17.43%higher than the appropriate level of pollution.Second,the net effect of the interaction between technological innovation and factor market distortion has increased environmental pollution,and the net effects of different years,regions and provinces have increased environmental pollution,which indicates that factor market distortion significantly aggravates environmental pollution.Third,time analysis shows that the net effect of science and technology innovation and the factor market distortion on the environmental pollution is positive in the sampling interval and shows a trend of continuous reduction.Fourth,the net effects of technological innovation and factor market distortion on environmental pollution are positive in different provinces.Fifth,the net effects of different regions are still positive,but there are regional differences.The net effect is the greatest in the western region,the second greatest in the middle and the smallest in the East.
