摘要
通过对英国、德国、新加坡三国的设计审查制度进行对比研究,分析第三方设计审查机构引入机制、委托模式、审查权限,探索政府、业主和第三方设计审查机构的有效协调机制。结合上海市浦东新区的建设工程设计文件行政审批制度改革,提出明确第三方设计审查机构角色,切断业主和第三方设计审查机构合同关系和完善个人资质管理三条建议。
Through a comparative research on the design inspection institution among United Kingdom,Germany and Singapore,analyzes how to introduce the third party design inspection organization,entrustment pattern,qualification management and approval privilege. Then,explores the effective coordination mechanism of government,owners and third party inspection institution. Finally,based on the revolution of administrative approval of construction project design in Pudong new area,puts forward three policy recommendations,such as clearing the role of third party design inspection organization,cutting off the contract relationship between the ower and the inspection organization,improving the personal quality management.
