摘要
实施公益林生态补偿政策对提升国有林场公益林数量、质量和可持续发展能力具有重要作用。通过问卷调查、座谈讨论、实地调研和专家咨询等方法,研究发现当前的国有林场公益林生态补偿政策存在经营方案和补偿范围划分缺乏系统性思考、补偿标准生成机制不科学、补偿资金筹集和使用方法单一、基础配套设施落后等问题。制定符合国有林场生态公益林经营理念的补偿政策和体制机制,应着重从编制切实可行的经营管护规划和实施方案、制定灵活高效的补偿标准和补偿方法、盘活各路资金丰富资金来源、营造补偿资金发挥实效的外部环境和基础条件等方面着手。
It is very important of carrying out Eco-compensation policy for increasing the quantity,quality and sustainable development ability of national ecological forest. By the methods of questionnaire,discussion,field research and expert consultation,the main questions were put forward as follows:during management scheme making and compensation scope determining,systematic thinking is lacking the compensation standard is unscientific;the way of compensation fund collection and using methods are single;the foundation supporting fa cilities are backward and so on. Formulate compensation policies and institutional mechanisms which are conform to the development of ecological forest state-owned forest management. It is necessary to focus on develop a fea sible plan of management system and implementation scheme,making flexible and efficient compensation stand ards and compensation methods,activating various funds,enriching the sources of funds,creating the external environment and basic conditions for compensation funds to give full play to actual results.
