摘要
解决农村养老问题对宜昌市新型城镇化建设具有重大现实意义,面对城乡二元结构长期积累形成的农村养老困境,需要政府积极作为,通过制度创新,保障农村养老土地供应,多渠道筹集农村养老资金,构建多层次、多性质的养老格局,并加大养老人力资源的培养和储备,逐步推广医养结合模式,满足人民群众多样化、多层次的健康及养老需求。
It has great and practical significance to solve the endowment problem in rural Yichang City for urbanization construction.In order to cope with the difficult position which the urban-rural dualistic structure had led to day by day in the past years,the government should take active measures,such as the system innovation,protecting rural land supply,multi channels to raise funds for rural pension,constructing multi-level,multi-nature endowment pattern,increasing the endowment of human resources training and reserves,gradually promoting the combination of medical support mode,meeting the diverse needs of multi-level health and pension.
