摘要
城市暴雨积涝灾害是一种突发性强、破坏性较大、处置救助较为困难的气象灾害之一,给城市居民生命安全及城市基础设施建设带来重大损失。研究依据自然灾害风险理论及自然灾害风险形成机制,阐述了城市暴雨积涝灾害相关概念,在此基础上构建了城市暴雨积涝灾害风险评价概念框架,从致灾因子的危险性、承灾体的暴露性与脆弱性、防灾减灾能力四个方面选取评价指标并构建指标体系,利用加权综合评价法、层次分析法建立城市暴雨积涝灾害风险评价模型,为城市暴雨积涝灾害风险定量评价研究提供了依据。
Urban waterlogging caused by excessive rain is a meteorological disaster that happens abruptly with great destructiveness and difficulties for relief, bringing about dangers to the safety of urban residents and infrastructure. The study elaborates the definition of urban waterlogging disaster caused by excessive rain on the basis of risk theory and risk formation system of natural disasters. It also builds a conceptual model for the risk evaluation and an index system from four aspects, including the risk of disaster-inducing factors, the exposure degree and vulnerability of hazard-bearing body, and the ability for preventing disasters and reducing damage. A risk evaluation model is set up by means of weighted-evaluating and analytic hierarchy process, providing a basis for the study of quantitative assessment of risks of urban waterlogging disaster.
