摘要
我国高校公共课一般是高校依据国家各类高等教育政策规定而开设的。根据有关政策要求,我国高校的公共课大致可分为思想政治理论教育类、军事国防教育类、身心素质教育类、基本技能教育类、职业实践教育类、文化修养教育类等六类。它们在高校课程体系中占有相当的规模与重要的地位,其目标、内容、实施与评价等往往由相关政策严格限定。高校公共课设置存在刚性的政策导向、自上而下的权力运行、课程标准的统一性等特征;改革应赋予高校应有的办学自主权,明确"教指委"的学术共同治理功能,构建各具特色的高校公共课体系。
Common courses are generally offered on the bases of national policies of higher education. According to the relevant policy requirements, common courses of colleges and universities in China can be divided into six categories: ideological and political theory education, military defense education, physical and mental quality education, basic skills education, professional practice education, and cultural training education, which keep very important scales and status in college curriculum, whose objective, contents, implementation and evaluation are strictly limited by relevant policies. The characteristics of common course offering are revealed in several aspects such as the rigid policy orientation, the top-down power operation, and the unified setting standards, etc. The reform of common courses in colleges and universities should give colleges and universities necessary autonomy, make clear the academic common governance function of the Instruction Guidance Committee, and build common course systems with different characteristics in colleges and universities.
