摘要
财政分权、城镇化是城乡居民养老保险运行的两大宏观背景。我国社会基本养老保险已经实现了"制度全覆盖",而如何由"制度全覆盖"到"实际全覆盖"则成为我国社会基本养老保险制度推行的下一个工作核心。本文运用2009-2012年省级面板数据,采用回归方法构建了两个递进实证计量模型,考察了财政分权体制下城镇化对城乡居民养老保险参保率的影响。结果表明,现有财政分权体制对城乡居民养老保险的参保具有较为明显的抑制性反向作用,不利于全覆盖的实现;而城镇化水平对城乡居民养老保险的参保则有正向的促进作用,有助于全覆盖的实现。由此,本文提出加快提升城镇化水平、充实地方财力、构建事权与支出责任相匹配体制、加大政府就业支持等政策建议。
Fiscal decentralization and urbanization are the two major backgrounds of urban-rural residents endowment insurance. ＂System Full Coverage＂ of urban and rural residents endowment insurance has been achieved. ＂Actual Full Coverage＂ is the important task of the basic pension insurance system in the future. The provincial panel data from 2009 to 2012 are used to study the impact of the new urbanization and the new rural pension insurance rates under fiscal decentralization. The results show that fiscal decentralization has an inhibitory effect, and it is not conducive to achieving full coverage. While the level of urbanization has the positive role, it helps to achieve full coverage. So it is proposed to speed up the level of urbanization, enrich local financial resources, match the expenditure of responsibility and governmental authorization, increase government support for employment.
