摘要
实施已十多年的《中华人民共和国道路交通安全法》在很多方面都无法很好地适应近年来呈现出许多新变化、新特点的交通安全形势了,加上其固有的一些问题,亟需对其进行系统完善.针对其在管理体制、车辆驾驶人管理、通行规定、交通安全违法行为处罚等方面存在的不足与问题,需树立系统安全观,明确相关部门的职责,重视制度建设,加强对车辆、驾驶人等的管理,强化技术性,增补或细化部分通行规定,践行法治理念,完善程序性规定,加强法理分析,严格法律责任规定.
It is urgent to improve the Roadway Traffic Safety laws comprehensively because great changes have taken place in the situation of road traffic safety in recent years,and some deficiencies always exist in the laws. For many deficiencies and problems in the respects of management system,vehicle and driver management,traffic provisions and punishment of traffic violations and so on,it is necessary to explicitly stipulate the responsibilities of relevant departments,improve management systems on vehicle and drivers and procedural provisions,refine some traffic provisions and strengthen the punishment of traffic violations.
