摘要
安全生产是企业生产的生命线,安全生产管理是指导企业科学发展的重要职责,如何对非煤矿山安全加强监管,建立完善的安全生产管理保障机制,最大限度地防止或减少非煤矿山伤亡事故的发生是造福人民,惠及千家万户的重要课题。我们为此对娄底市娄星区进行了系统的调研,发现非煤矿山安全生产形势十分严峻,亟需加强安全生产管理,建立非煤矿山安全管理保障机制。它的建立是个复杂的系统工程,涉及到法律法规的不断建立完善、安全生产预防机制、安全投入环境建设装备的改善、安全生产人的全面发展以及安全事故的善后处理问题,需要各方面共同努力。只有完善非煤矿山安全管理保障机制,各方面协同推进安全生产管理工程建设,非煤矿山安全问题才能得到根本性解决。
Safe production is of vital importance to the development of enterprises. Thus high attention must be paid to strengthening safety supervision on non-coal mines and improving the safeguard mechanism for safe production in order to prevent or reduce fatal accidents. A thorough investigation is conducted on non-coal mines in Louxing District of Loudi City. The investigation shows the serious problems in production safety at non-coal mining sites and the urgent need to establish a safeguard mechanism. Complicated as it is,the establishment of the safeguard mechanism is impossible without the combined action of a mature legal system,prevention mechanism,improved working conditions,overall development of regulatory body,and good post-accident management. Therefore,the joint effort of all sides to promote safe production management is the only solution to safety problems in non-coal mining.
