摘要
随着工程量清单计价方式的推广,暂估价项目不断增多。通过分析影响对建设工程暂估价项目招标风险的因素进行分析,构建其了建设工程暂估价项目招标风险指标体系。运用模糊集原理构建了暂估价项目风险评估的模糊集合与隶属度函数,采用最大接近度原则对隶属度矩阵进行分析,从而确定了各风险要素的风险等级,进而采用算例对上述模型进行了验证,结果表明,"廉政风险"为关键风险因素(Ⅱ类),其余依次为"定价风险"和"造价控制风险"(Ⅲ类)、"工程质量与安全风险"(Ⅳ类)、"‘共同招标’组织风险"(Ⅴ类)。最后,对暂估价项目招标提出了相应的对策。
With the extension of valuation method of bill of quantities, prime cost item is increased. After analyze bidding risks for prime cost item, the bid risk index system is built. By using fuzzy set theory, the fuzzy set and membership functions of risk evaluation for prime cost item are built. The membership function is analyzed by the "most close degree principle". Then the risk grade of each risk factor is determined. Next the above model is verified by samples. The results show that: the "honest administration risk" is the key factor(degree), the others are "pricing risk" and "cost controlling risk" (degree), "project quality and safety risk" (degree), "bidding together organization risk" (V degree). In the end, the corresponding countermeasures for bid of prime cost item are put forwarded.
