摘要
近年来,我国大气环境污染问题日益突出,特别是多地“雾霾”天气的集体爆发,城市大气治理成为了环境管理领域中人们广泛关注的重要问题之一。探讨了城市大气治理的多中心治理理论及其框架,总结了国内外城市大气治理在战略举措、政策制定、法律制度、技术手段和其他等方面的研究动态,分析指出城市大气治理变得越来越复杂化、多层次化和多中心化,由此得出一系列有助于我国城市大气治理实践的启示。
In recent years, the air pollution in China is increasingly severe, especially the ＂hazy weather＂ breaks out in many places of China, so that the rehabilitation of urban air has become one of important issues in the environmental management that have aroused people＇s wide concerns. The theory and framework of the polycentric governance of urban air were discussed, and research trends of the governance of urban air both in China and overseas were summarised in terms of strategic measures, policy-making, legal system, technological means, and etc. It was found that the governance of urban air has become complex, multi-level and polycentric, and a series of enlightenment was finally drawn so as to help the practice of doing the governance of urban air in China.
