石油化工生产具有易燃易爆、高温高压、有毒有害和生产工艺复杂、连续性强等特点。燕山石化化工八厂规范直接作业环节监护,严抓承包商HSE管理。通过严把四关(准入关、监管关、考核关),提高了承包商HSE管理水平,形成了"比学赶帮超"的良好氛围,使得承包商队伍整体水平有较大提升。取得较好的HSE业绩,直接作业环节未发生一起事故及未遂事故。
