摘要
实行依法治国是党和国家的重大决策和基本方略,党的十八届四中全会专门做出了《全面推进依法治国若干重大问题的决定》,进一步开启了我国法治建设的新征程。立足于高校,如何坚持法治思维和法治方法实施好依法治理?应当着力研究解决好四个主要的法律问题:其一,牢固树立现代法治观念和法治精神,准确把握高校依法治理的法律内涵;其二,充分认识高校依法治理的法律性质,明确依法治理的基本要求和任务;其三,科学构建高校的治理结构,创新和完善治理的体制机制;其四,加强依法治校中的高校章程建设,促进现代大学制度的发展。
It is an important decision and basic strategy of the state to run the country in accordance with the law. The Fourth Plenary Session of the Eighteen Central Committee especially made The decision to comprehensively promote the rule of law by a number of major issues in accordance with the law, which further promoted the new journey of the legal construction in China. How to adhere to legal thinking and methods to run the state in accordance with the law in universities？ Four legal issues are to be paid attention to： First, firmly establish the concept of modern rule of law and the spirit of the rule of law, and accurately master the legal connotation of the law governing the university according to law; second, fully understand the legal nature of the law governing the university, and clearly define the basic requirements and tasks of the governance of the law; third, scientifically construct the governance structure of universities, and innovate institutional mechanism for perfection of governance; fourth, strengthen the rule of law in the construction of university charter, and promote the development of modern university system.
