摘要
Elsevier的一桩撤销论文案引发了学术著作出版事后审理制度及出版伦理建设问题的讨论。一方面,我国的学术著作出版机制尚不健全,不论是在编辑出版实践环节还是在编辑出版学理论研究中,都还没有注意到出版伦理问题,这与我国学术出版的"走出去"战略是不相适应的;另一方面,现行的撤销论文制度被用于纠正同行评议审稿制度过失或处理学术不端行为时,具有很大的弹性,且效力有限,并会给出版者造成经济和名誉上的损失。在中国学术出版伦理建设过程中,应当正视这些问题,遵从学术界和出版界的共同期望,构建有实践效力的撤销论文制度,以完善我国的学术著作评价体系和学术出版规范。
According to Elsevier＇s article retraction case, this paper is to discuss the censorship after the publication of academic literature and the problems of the construction of publication ethics. On one hand, the publishing mechanism of academic literature in our country is still imperfect. Whether in the editing and publishing practical steps, or in the theoretical study of editing and publishing science, publication ethics hasn＇t been noticed by scholars, which is not adapted to the scholarly publishing strategy of ＂going out＂ in our country. On the other hand, when the current article retraction policy is used to correct the mistake of peer review system and the treatment of academic misconduct, it has a great flexibility and a limited effectiveness, which will cause the losses of publishers＂ economy and reputation. In the process of Chinese academic construction of publication ethics, the above problems should be focused on in order to build a practical effective article retraction policy, which is expected by both the academic circle and publishing circle, and improve the academic literature evaluation system and the academic publishing standards in our country.
