摘要
陕南移民搬迁政策的实施产生了大量亟待安置的乡村移民,随之而来的安置问题是移民搬迁政策的核心问题,而各类"移民"的特殊背景及需求,也对安置规划提出了新的要求。该文试图探讨旅游产业引导下农村移民搬迁安置的规划策略,从而使搬迁移民获得延续其传统文脉的新的生活环境,也为陕南地区新型城镇化的发展注入良性的活力。首先简要介绍了陕南移民搬迁政策的背景;其次以陕南汉阴县凤凰山度假产业园项目为例,借助SWOT分析法对旅游产业引导下以综合旅游服务区为规划主体的移民搬迁安置策略进行了可行性分析;最后针对具体的规划设计进行了理念和方案的阐述。
The implementation of the rural resettlement policy in southern Shaanxi has produced a lot of rural immigrants that need urgent resettlement. The subsequent settlement problem is the core issue of migration policy. All kinds of special background and demand of these ＂rural immigrants＂, which put forward new requirements for resettlement planning. In this paper, we attempt to research the planning strategy of rural resettlement under tourist industry, on the case of tourist industry park planning of Fenghuang mountain in Hanyin country in the southern Shannxi province, The resettlement strategies constituted by comprehensive travel services will bring immigrants a new living environment which continue their traditional culture, and also inject into benign vitality for the development of new urbanization in southern Shaanxi area. First, we briefly introduce the background of the rural resettlement policy in southern Shaanxi. Second, on the project of Hanyin tourist industry park of Fenghuang mountain as an example, we discuss the feasibility of the resettlement planning strategy leaded by tourist industry. Last, we analyze both the idea and scheme of the planning project.
