摘要
中国经济要坚持可持续发展的道路,就要对中国矿产资源提出持续、稳定供给的要求,而目前资源管理仍然存在很多现实问题。如何推动矿业管理机制的科学化、系统化、现代化和市场化是当前矿产资源管理的难点和重点。主要围绕对中国矿产资源管理的研究展开,分析了矿产资源管理存在的问题,阐述了分责明确是保证政府职能系统一致性的基础、层级及管辖职能交错的三级管理是保障,管理链环节平衡制约是关键,并结合当前中国行政管理体制和经济发展现状,提出新型矿产资源管理的具体八步流程。
Sustainable development that China economy insists on requires consistent and steady supply of min-eral resources, but many problems exist in nowadays Chinese mining resources management mode. The motivation ofmining management to a scientific, systematic, modem and marketized one is the priority as well as a difficulty to over-come. The paper first based on research on Chinese mining resources management analyzes the existing problems. Andthen it states distinctive responsibility to be essential in the consistency of government function ; the crossing three lev-el management of hierarchy and jurisdiction is the guarantee; and the balance of management chain is the key. Final-ly, the paper based on China current administration system and status of economic development puts forward a specif-ic 8-step flowsheet for innovative mineral resources management.
