摘要
当前,中国城市生活垃圾管理过程中存在着六大矛盾。这些矛盾综合作用,共同导致了城市生活垃圾管理的特殊困境。破解这些矛盾,应从正确认识城市生活垃圾管理的"特殊国情";将体制外收运利用机制纳入规范化管理;理顺监管机制;加强无害化处理的力量与技术;转变居民模糊性认识和不良习惯等方面入手。
There are six contradictions in domestic waste management in China. And the combined effects of these contradictions result many particular difficulties in the domestic waste management. To break these contradictions, we should correctly understand the ＂special circumstances＂ of China; we should absorb the outer - institutional mechanisms that collect, transport and use the domestic waste into standardized management; we should rationalize the regulatory mechanism; we should strengthen the power and technology that participate in the domestic waste＇ s sound processing; and we should promote the transition of resident＇ s fuzziness awareness and bad habits.
