摘要
公共行政理论预设作为公共行政的"元理论",在学科定位、价值取向、概念选择、研究方法、议题范围等方面规约并引导着公共行政。它既满足着学科的要求也表达着研究主体的个人取向,从而显示出其工具性特征。公共行政研究中的理论预设不论是作为一种研究方法,还是作为公共行政学术共同体的基础,又或者作为理论革新的标准都存在着自身的限度。然而,公共行政研究者对理论预设的使用仍处于不自觉阶段,对理论预设的意义限度缺乏省思。被悬置的理论预设亟待批判性的反思。
As the ‘meta- theory＇of the public administration,the presupposition of public administration theory statutes and guides the public administration including the discipline orientation,the value orientation,the concept selection,the research technique and the issue range. The meta- theory satisfies the demand of subject as well as the individual orientation of the research subject,which shows its instrumental characteristics. Nevertheless limitation exists in the presupposition of public administration theory as a research method,a basic of the public administration academic community and a standard of the theory renovation. The fact is that nowadays the researchers are mostly lack of an introspection while applying the theoretical presupposition. This suspended problem needs to be critically reflected.
