摘要
完善城市流浪乞讨人员的救助管理应以"政府主导,社会参与"为原则,坚持社会救助与社会管理并重,鼓励和引导社会力量参与其中,建立健全覆盖城乡的社会保障制度,并实现与救助管理制度的有效衔接,以提升社会救助管理水平,维护社会公平与正义。
The improvement of urban vagrants and beggars aid management should take ＂government-led, social participation＂ as principle, pay equal attention to social assistance and social management, encourage and guide social forces to participate, establish a sound social security system covering urban and rural areas, and implement the effective connection with aid management system, so as to enhance the level of social assistance management and safeguard social fairness and justice.
