摘要
近年来,参加重大危险化学品事故应急救援已成为武警部队常态化任务,研究如何科学组织应急救援对提高参战官兵的处置能力具有重要理论与现实意义。文章在分析研究该课题重要性与紧迫性基础上,简要简述了重大危险化学品事故的内涵与特点,并对武警部队参加重大危险化学品事故应急救援的指导思想、原则与任务进行了系统分析;最后深入探讨了武警部队参加重大危险化学品事故应急救援应把握的几个问题,即积极开展处置重大危险化学品事故的培训、训练与演练,正确开展事故现场侦检和危险区域确定工作,重点做好事故现场急救工作,加强现场救援官兵的安全防护能力。
In recent years, taking part in the emergency rescue of major dangerous chemical accidents has become norm duty for CAPF. To study how to organize emergency rescue is important theoretical and practical significance to improve the rescue ability. Based on analysis the importance and urgency to study the subject, the connotation and characteristics of major dangerous chemical accidents are briefly described, then the guiding ideology, principles and tasks of participating in the emergency rescue of major dangerous chemical accidents are system analysis; finally, several problems are probed, such as carrying out training and drilling, the right to determining the accident scene detection and risk areas in the right way, focus on the accident site emergency work, strengthening the security capabilities of rescuing officers and soldiers.
