摘要
为了提高我国天然气管网使用效率,有必要借鉴国外成功经验,引入第三方准入制度。爱尔兰于1995年引入了天然气管网第三方准入制度,并于2007年全面实行第三方准入制度,促进了其天然气行业的快速发展。通过调研爱尔兰天然气行业发展历程和现状,分析了爱尔兰国家第三方准入制度的具体细则。目前,爱尔兰合格的托运商都有权平等使用天然气长输管道和配送管道,爱尔兰天然气行业实现了"气与气"的竞争。爱尔兰设立独立监管机构,建立适合天然气行业发展的法律,保证稳定供气方面积累的经验值得我国进一步学习和参考。
It is necessary to introduce the third party access system which is a success experience abroad to improve the efficiency of NG network of our country. The third party access system of NG network has been applied in Ireland and has promoted the development of the NG industry. The paper introduces the development of NG industry in Ireland, analyzing its detailed rules and regulations research on third party access system, which can be as a good reference for our country.
