摘要
本文从资金投入、管理等角度对中国基础研究衰落的现实困境进行了剖析,在对基础研究的性质进行分析的基础上,提出了复兴基础研究的意义以及复兴过程中遇到的挑战,并从研究力量体系建设、研究管理、立项选择、研发投入、创新文化塑造等方面提出了提高基础研究能力的路径,这对改变中国基础研究长期落后局面具有一定的现实意义。
The realistic predicament of fundamental research in our country is analyzed from the perspective of capital, management and so on, after analyzing the nature of fundamental research, the significance and the challenges of reviving fundamental research is put forward, as well as the enhancing path for improving fundamental research from the perspective of the construction of study power system, research management, project selection, RD investment, innovation culture shaping ,which has certain practical significance for resolving the long time backward situation of fundamental research in our country.
