摘要
在基础设施领域推行PPP模式是当前混合所有制改革的内容之一。目前重庆高速公路大量采用的BOT+EPC模式就是PPP模式的一种,其已逐步占据了重庆高速公路建设市场的主导地位。基于首批采用BOT+EPC模式的渝蓉高速公路工程管理实践,总结该模式的优点,分析存在的问题,并提出解决措施。
Implementation of PPP mode in the field of infrastructure is one of the contents of current mixed ownership reform. At present the BOT + EPC mode widely adopted in Chongqing expressways is one of the PPP mode and has held a dominant position in construction market of Chongqing expressways. On the basis of engineering management practice in Chongqing - Chengdu Expressway that adopts BOT + EPC mode first, this paper summarizes advantages of this mode, analyzes existing problems and puts forward resolutions.
