摘要
【目的】探析期刊人如何在学术不端行为预防过程中起到重要作用。【方法】主要采用文献法与逻辑推理法,阐述国际新型学术不端案例及现状,以Transactions on Ultrasonics,Ferroelectrics,and Frequency Control和The American Journal of Preventive Medicine两本国际期刊的编辑经验及Springer和Cross Check为例,分析了国际期刊及相关机构对学术不端的预防措施,并提出建议。【结果】通过学术不端现状研究,结合笔者工作经验,从编辑角度分析,提出(1)建立责任心强、专业过硬的期刊人才队伍,(2)建立期刊人自己的监督培训机构,(3)建立相应的惩罚和案例处理机制,以有效预防学术不端现象的发生。【结论】通过期刊人才建设与素质的提高,可有效预防学术不端行为。
[Purpose] This paper explores the importance of periodical editors on the process of preventing academic misconducts.[Methodology] Using literature review and logic methods,this paper introduces the current academic misconduct cases and status.Taking the editing experience of journals Transactions on Ultrasonics,Ferroelectrics,and Frequency Control and The American Journal of Preventive Medicine,Springer and CrossCheck as examples,this paper analyzes the preventive actions and proposes the suggestions.[Findings] Based on the study about academic misconducts,and combined with authors＇ experience on editing,this paper proposes that （1） the team of periodical talents with strong sense of responsibility and speciality should be constructed,（2）the supervision and training agency is advised to be constructed,（3） the corresponding punishment mechanism needs to be constructed to prevent the academic misconducts.[Conclusions] The improvement of the construction and quality of periodical talents,which could make academic misconducts disappear,can make a difference on the moral standards in academic fields.
