摘要
我国每年都有大量的科技成果产出,可是90%的科技成果都湮没在基础研究到商品化的"死亡之谷"中。"成果转化服务平台"是科研机构与企业之间的连接纽带,也是打通科技和经济界面的重要通道。为了有效发挥科技对国家经济社会发展的促进作用,中国科学院与地方政府合作共建了44个成果转化平台。本文结合中国科学院哈尔滨产业技术创新与育成中心的建设工作,提出了强化"成果转化服务平台"的支撑服务体系建设是跨越技术转移"死亡之谷"的关键,并详细分析了支撑服务体系建设的4个核心要素。最后文章还列出了我国技术转移工作仍需要克服的两个主要问题以及相关对策建议。
There are a large number of achievements in science and technology in China every year, but 90% of them are lost in the “valley of death” from basic research to commercialization. “Service platform for achievement transformation” not only serves as a bond between scientific research institutions and enterprises, but also provides an important channel for technology transfer and economic development. To effectively perform such a function of science technology transfer and promote economic social development, 44 “service platform for achievement transformations” are cooperatively built by Chinese Academy of Sciences and local government. Combining the basic experiences in the construction process of Harbin Industrial Technology Innovation and Incubation Center, this paper proposed that strengthening the construction of the supporting service system of “service platform for achievement transformation” is the key factor to cross the “valley of death” of technology transformation. Additionally, four key elements in the supporting service system construction had been analyzed in detail. In the end, the article summarized two main problems for technology transformation that still need to be solved, and their countermeasures and advises.
