摘要
唐朝建立后,在周边少数民族地区设置了大量羁縻州府,管理属国、属部。唐高宗时期则企图改变这一国策,将这些羁縻府州纳入唐朝版图之内,实行有效管理。唐朝在百济故地设立的带方州,就有在东北及朝鲜半岛北部恢复古代的边郡管理制度的意图,以管理新罗、高句丽、百济、耽罗、倭等东夷诸国。唐代带方州代表朝廷确实行使中央赋予的职权,已不再是羁縻性质的府州,且履行着管理东夷的职责。带方州的设立刺激了新罗,加速了其背叛唐朝的步伐,最终背叛了自己的宗主国。唐代带方州刺史曾多次主动与倭国联系,改善了两国的关系,为中日恢复邦交、促进文化交流提供了契机。
A great many Jimi prefectures （a type of autonomous ruling with material supports from the central government） were established in the surrounding minority areas to govern the tributary states and tribes after the founding of Tang Dynasty. During the ruling of Emperor Gaozong, these autonomous prefectures were annexed for more efficient administration. The establishment of Daifang Prefecture in Baekje intended to restore the border prefecture administrative system so as to govern the minority kingdoms in the north. In fact, Daifang Prefecture exercised the authority entitled by the central government to supervise these kingdoms including Silla, Koguryo, Baekje, Danrok and Wo （ancient Japan）. On one hand, the supervision triggered Silla＇s rebel and eventually betrayed its suzerain, on the other hand, the prefectural governor had made efforts to improve the relations with Kingdom Wo, which provided opportunites to normalize the relations and progress the cultural exchange.
