摘要
引汉济渭水权置换属跨区域、跨河段的水权置换问题,根据受水区、置换区的水资源利用特点及水权置换实施过程中涉及的丰枯问题,研究黄河流域、渭河流域、汉江流域的径流量丰枯特征。通过计算绘制了丰枯差异频率图,从物理机制上提出了丰枯差异补偿计算方法,解决了调入区的水资源配置问题,并协调了调入水量不均匀过程和工业用水均匀过程。该方法符合区域及河段的实际情况,具有较强的可操作性,可用于跨流域调水规划及实施方案编制工作。
Issues on water right transfer by diverting water from Hanjiang River to Weihe River involve both regions and river basins. According to the characteristics on water utilization of water receiving areas as well as transferring areas and during the process of water right transfer, different problems in rainy and dry seasons, characteristics and differences of volume of runoff in abundant and low state of three valleys of the Yellow River, Weihe River and Hanjiang River were studied. The frequency graphs of characteristics and differences of volume of runoff in abundant and low state were calculated and drawn. From the physical mechanism, difference compensation calculation method was proposed on abundant and low state. Based on the method, the water resources allocation of receiving areas was solved and non - uniform process on volume of transferred and uniform process on industrial water utilization was coordinated. This method is easy to be operated and in line with the actual situation of the regions and river basins.
