摘要
构建新型规划衔接与协调机制,突破技术瓶颈与体制约束,是当前"多规合一"理论研究与实践探索的热点、焦点领域。"多规"之所以不协调,相当程度上源于多部门规划中的"三标"—目标体系、指标体系和空间布局坐标体系之间严重缺乏衔接,导致各类规划自成体系、内容冲突和不衔接不协调等问题,而当前相关研究极少真正涉及这一关键领域。研究分析了"三标脱节"的表现及其根源,提出在"多规合一"中实现"三标衔接",构建全新的规划目标体系,并强调通过接口设计指导"多规"衔接,探索"多规合一"背景下构建规划衔接与协调机制的有效路径。
Host issues of“multiple plans integration”include planning coordination mechanism, technical restriction, and institutional boundaries. The essence of planning disintegration is disconnection of their visions, indices, and spatial layout. Few studies have been conducted on this issue. The paper proposes connection of the above parameters, new vision system, and connection design, and studies ef ective ways of planning connection and coordination.
