摘要
以银行贷款为主的间接融资模式已无法满足海洋产业发展对巨额资金的需求,海洋产业投入高、风险高、回收周期长的缺陷导致其融资难度不断增大,严重制约了海洋产业的发展。海洋产业投资基金的建立,有效的解决了海洋产业发展过程中资金匮乏、融资模式单一的问题,但其筹资方式、管理机制、退出机制的不完善,投资方向的偏离,阻碍了其效能的有效发挥。在此基础上,分析海洋产业投资基金运行模式与运行过程中存在的问题,设计海洋产业基金的运行机制,提出优化措施,以进一步促进海洋经济的持续发展。
Mainly indirect financing model- Bank loans has been unable to meet the huge funds demand for marine industry＇s development, marine industry high input, high risks, long recovery cycle＇s defects lead to increasing difficulty in financing, and severely restricted the marine industry development. The establishment of marine industrial investment fund, solved the problem about lack of funds, single financing models in the development process of marine industry effectively. But its financing model, management mechanism, exit mechanism is imperfect, deviate of investment direction, hindered its effectiveness＇ develop. On this basis, analysis the issues during operation of marine industry investment fund and its operation model, design the operation mechanism of marine industry fund, proposed the optimization measures to further promote the sustainable development of marine economy.
