The "Made in China 2025" strategy adopted recently by the State Council should not merely be comprehended as an industrial strategy, but should be fully understood as a national strategy. World history since the first industrial revolution in the late 18th century has shown that all the advanced economies are based on a whole spectrum of advanced industrialization. Under the new normal of the Chinese economy, the growth engine and structural changes should be focused not on the modern service sector alone; industrial advancement and growth should have equal priority.
