PPP项目合作效率关键影响因素研究——基于控制权视角被引量：15

摘要 PPP项目合作效率随着控制权的形成、转移和配置而产生。研究以PPP项目控制权为基础,通过文献检索建立了PPP项目合作效率指标体系,对识别出的47个指标进行问卷调查,运用因子分析法得出PPP项目合作效率的11个关键影响因素,包括:政府政策、合作渠道、监督机制、公众参与、履约能力、信息公开、融资能力、承包商管理、运营能力、风险管控和经济环境。针对关键影响因素,从制度-监管、契约管理、建设运营3个层次提出了改善PPP项目合作效率的建议,为我国PPP项目实践提供参考。
