摘要
公共科技服务平台建设,是加快区域科技创新能力培育和科技水平提升的重要媒介和渠道。大湘西地区公共科技服务平台建设存在服务政策配套措施待改善、服务平台建设基础薄弱及发展不平衡、平台运行机制不完善、科技金融体系支持力度弱等问题,应构建以离散模式为基础的区域科技服务平台运行机制,重点建设全区范围内的集成型农业科技服务模式,构建公共科技服务平台过程中注意建立健全农业科技服务平台、加大科技人才引进和培育力度、建立完善的政府科技服务经费保障制度、创新大湘西地区科技与金融结合模式。
Public technology service platform is an important media and channels to accelerate the cultivation of regional technological innovation capability and enhancing technological level. There are many problems to construct public technology service platform of the western region in Hunan, including service policy supporting policies do not improve, service platform foundation is weak and unbalanced, platform operating mechanism is imperfect, the support system of financial technology is weak. We should build regional technology service platform operating mechanism based on discrete mode, and focus on building integrated service model of agricultural science and technology within the region range. Then in the construction of public service platform division process, we should establish and improve agricultural technology service platform, increase introduction and training efforts for scientific and technological talent, establish a sound system to ensure funding for the government technology services, innovative technology with financial integration mode of the western region in Hunan.
