摘要
随着教育信息化的深入发展,管理软件采购已成为高校政府采购的一项重要内容。管理软件采购不同于传统的设备和图书,有必要对其在采购中出现的问题加以分析和研究。针对高校管理软件采购的主要内容及特点,总结了管理软件在采购和项目执行各个环节中出现的问题和难点:包括采购中性能的定量描述、招标采购方式的使用、评标标准的量化、以及执行中合同的签订、项目开发风险、项目验收和售后服务等。在分析问题的基础上,结合实际工作中的经验,提出了改进高校管理软件采购工作的一些对策,以规范软件采购管理,提高采购效率和质量。
Management software is becoming an important part of government purchasing in universities with the development of information technology in education. According to the difference between management software purchasing and equipment and books purchasing,it is necessary to study the problems appearing in management software purchasing. Considering the features of software purchasing in universities,this paper analyzed problems in purchasing and project implementation process,including quantitative description of the performance,the use of bidding methods,quantification of evaluation criteria,and contracting,risks,accepting and service in implementation. In order to improve management software purchasing in universities,some countermeasures is proposed according to the analysis and practical work experience.
