摘要
加快农村土地承包经营权流转,推动农村牧区土地适度规模经营,是提高农牧民的组织化程度,引导农牧民有组织进入市场的基础和前提,同时也是提高土地产出率和劳动生产率、转移农村剩余力、增加农牧民收入的有效途径,更是推动农牧业现代化,建设社会主义新农村的必然要求。
to speed up the right to the contracted management of rural land circulation,promote rural pastoral land moderate scale management,is to improve the degree of organization of farmers and herdsmen,and guide the farmers and herdsmen organized the basis and prerequisite to enter the market,but also to improve land productivity and labor productivity,transfer of rural surplus force,an effective way to increase the income of farmers and herdsmen,but also promote the agriculture modernization,the inevitable requirement of building new socialist rural areas.
