摘要
铁路突发事件具有不确定性、灾难性及救援时效性等特点,其应急救援资源的调度优化关系到救援工作的顺利开展。基于对铁路突发事件种类及其应急救援资源需求的分析,提出静态应急救援能力需求条件下的设备调度问题,建立最小化应急救援结束时间和调度费用的双目标优化模型,出于对应急救援工作时效性的考虑,设计以应急救援结束时间优先的两阶段启发式算法。算例表明:采用该启发式算法制定的应急救援设备调度方案优于先到先参与的调度策略,能够在不影响救援工作结束时间的前提下,有效地节省设备调度费用。
Railway emergency event has the characteristic of uncertainty, catastrophic and rescue timeliness, which makes the dispatching scheme of rescue resources influence the implementation of the rescue work. By an- alyzing the category of railway emergency event and their needs of resources, we put forward equipment dispatc- hing problem with fixed need of capacity and established an optimization model considered both ending time of rescue and dispatching cost of equipment. Considered the timeliness of rescue work, a heuristic algorithm with two phases which considered the end time of rescue first was designed. The example shows that the dispatching scheme worked out by this algorithm is superior to the one made by the order of arriving time of rescue stations, and can save the cost of equipment dispatching effectively without delay the end time of the rescue work.
