摘要
生态文明背景和生态环境的现状要求政府承担起新的责任──生态责任。然而我国政府在生态责任的履行上有所缺失,这已成为导致我国生态环境恶化的主要原因。所以应从树立政府的生态责任意识、健全生态问责机制、完善生态监督体系、建立生态法律体系、提升全民环保意识等方面入手,构建和完善政府生态责任体系。
The background of ecological civilization and actuality of ecological environment demand of government to take new responsibility-ecological perspective. However, the phenomenon of governmental negligence often appears. It has become the main cause of worsening ecological environment in our country.So in order to build and improve the government responsibility system, effects must be paid to set up the government＇s ecological responsibility consciousness, sound ecological accountability, perfect the supervision system, establish ecological law system, and raise the environmental awareness.
