摘要
医患矛盾不是医疗市场化过度的结果,也不简单地是市场化不够的结果,而是需求高度市场化、供给仍然计划化的结果。经济发展,人们生活水平提高,医疗需求大幅增加,然而医疗供给计划化,供给不足并且结构扭曲,这是医患矛盾的根本原因。医疗市场的确存在信息不对称,但是这并不能成为政府干预的理由。没有理由相信政府能比市场更好解决信息不对称。一些医疗服务确实具有很大程度的公共品性质,这为政府干预提供了可能,但是更多的则是私人产品,需要依靠市场来提供。必须认真甄别哪些项目该政府做,哪些该市场做,需要政府做的又该介入到何种程度。
Doctor-patient conflicts are neither the result of excessive medical marketization, nor the result of the marketization being insufficient, but the result of excessively market-oriented demand and still planned supply. With the development of economy, people＇s living standard is becoming higher and higher, which leads to the sharp increase of medical demand. However, medical supply is still being planned with inadequate capability and distorted structure. And there lies the root cause of doctor- patient conflicts. ＂Red Envelop＂ （bribery） and medical kickbacks are two aspects of one issue and both of them are the representation of distorted medical pricing. Information asymmetry does exist in medical market, but it shall not be an excuse for government to interfere. And there is no evidence to support government can solve information asymmetry better than market. Some medical services indeed have the nature of public products and they offer an opportunity for government to interfere, but the majority is private products whose supply is depended on market. So we must carefully identify which proiects government should do and which market should do, and, as to the ones requiring government＇s participation, to what extent should it get involved.
