摘要
网络民主作为一种政治参与的新形式,其无界性、迅即性、低成本性带来了对传统代议制民主理论的超越。网络的虚拟性以及由此而来的平等性、自由性,在很大程度上满足了罗尔斯、哈贝马斯等理论家实现社会正义和协商民主的理想条件。网络民主在公众意愿汇集、公共事务管理、公共权力监督、公民权利维护等实践方面也发挥着重要功能,使"由民做主"与"为民做主"相结合的双轨民主得以更充分实现,有助于提升社会的自组织能力,促进政府决策的科学性,增强政权的合法性基础。网络民主带来的政治参与扩大是政治良性发展的推动力量,只要能够真正把民意吸收进政治决策过程,多党竞争就不是中国政治的必要选项。所谓技术控制、群体极化、数字鸿沟等问题并非网络本身固有的局限,并可经由网络民主得以克服。
As a new kind of political participation,cyber democracy has much more advantage than representative democracy because of its unboundedness,instantaneity and low cost. Its virtuality,which brings liberty and equality to cyber citizen,prepares for ideal condition to fulfill social justice and deliberative democracy as some theorists like Raw ls and Habermas put forward. The internet also plays an important role in collecting public will,managing public affairs,supervising public pow er and protecting civil rights. With the help of internet,dual-track democracy,w hich is composed of deciding for the people and deciding by the people,becomes more fully realized. Such an institutional structure helps to improve the self-organization of the society,to make the policy more reasonable,and to consolidate the legitimacy of the political power. The expansion of civic participation that cyber democracy brings about can promote the healthy development of politics. Multiparty system is not a necessary option to China as long as the will of the people can be absorbed in the process of policy-making. Technical control,Group Polarization and Digital Divide are not defects inherent to internet and they can be overcome by cyber democracy.
