摘要
构建高教资源区域协调发展的体制机制,要以提升区域高教资源与区域社会经济互动发展,推进区域高教资源统筹发展为目标。区域协调发展的宏观战略及其自身的深化,为高教资源区域协调发展提供了可能性和必要性。高教资源区域协调发展,需要构建凸显区域主体需求的协作机制;完善基于绩效具备区域导向的多元化经费筹措机制;构建宏观调控与自主适应的学科区域协调发展机制;构建重视区域高等教育过程性质量的监控机制;构建引导高校毕业生区域分布合理的就业机制。
Macro strategy of regional coordinated development and its moving forward make it necessary and possible to build system and mechanism of regional coordinated development on higher education resources. Therefore,two goals are to be achieved. One is to enhance the interaction between regional higher education resources and socio-economic ;the other is to impel the overall development of higher education resources. To achieve the goals, it is necessary to build cooperation mechanism that highlights main regional demand;to perfect performance-based and regional-oriented diversified funding mechanism;to build macro-controlled and self- regulated regional discipline coordinated development mechanism;to build monitoring mechanism which values the procedural quality of regional higher education;to build employment mechanism which guides graduate to distribute rationally in different regions.
