摘要
2005年以来全国开展了大规模的农村饮水安全工程建设,新建了大批供水工程。但由于存在产权不清、管护主体不明、水价政策不完善等问题,影响工程持续运行与安全供水。通过深入调研农村供水工程管理体制机制,梳理国家有关部门政策要求,总结分析国内外供水工程管理模式,研究提出了现阶段农村供水工程可持续运行管理模式,为建立健全农村供水工程管理体制机制提供参考。
A large number of water supply facilities have been built along with the initiation of large-scale construction of water safety projects in rural areas since 2005. However, sustainable operation and safe water supply has been affected by lacking of clear ownership and managing unit as well as effective water pricing policies. National policies are reviewed through in-depth analysis and research on management of water supply utilities in rural areas. Various types of management models in China are summarized for working out a sustainable model which shall be helpful for improving the management system of water supply projects in rural areas.
