摘要
严峻的能源与环境不平衡,能源内部结构不平衡使一些区域经济增长方式难以为继,只有传统能源与新能源在能源结构中的配比达到合理状态,才能实现区域经济社会的可持续发展。当前,政府通过单纯的行政指令和财政宏观政策调控传统能源与新能源的比例,没有考虑到现实需求。因此,需要探讨产业结构调整与技术经济范式转换的关系,发现常规能源与新能源技术经济范式的某些特征,动态调整两者在能源结构中的比例状况。通过建立专家评价体系和量化系统模型为能源结构调整提供了一种有效的动态调节方法,使传统能源和新能源达到合理的配给,可以发挥出各自的产业优势,从而建立高效、节能、低碳的可持续的能源发展模式。
Severe imbalance between the energy and the environment, and imbalance of the energy structure are the causethat China's economic growth is unsustainable. Only the proportion of the traditional energy and new energy in energystructure reach a reasonable state, the sustainable development will be realized. The government control the proportionof traditional energy and new energy through simple a administrative instruction and final macroscopic policy, withoutconsidering the reality demand. So, it is necessary to discuss the relationship between the industrial structure adjustmentand technical economic paradigm shift, to found some of the characteristics of technical and economic paradigm aboutconventional energy and new energy, and dynamically adjust the proportion in the energy structure. It can provides aneffective method of dynamic adjustment for the adjustment of energy structure, which is through the establishment ofexpert evaluation system and quantitative system model, the traditional energy and new energy to achieve a reasonabledistribution and play out their respective industry advantage, so that we can establish a high efficiency, energy saving,low carbon and sustainable energy development mode.
