摘要
为发现中国食糖产业发展存在的困境,以提出切实可行的促进产业健康发展的政策建议,首先对中国食糖产业的生产、消费与进出口发展过程进行梳理,然后分析了食糖产业主要面临的产需缺口不断加大、进口依存度不断加强、食糖生产成本较高、调控政策不尽完善等问题和困境。针对上述问题,文章提出了通过实施规模化种植、选用优质品种等措施来降低糖料作物生产成本,通过引进现代企业管理制度等方式降低制糖企业生产成本,以及通过制定合理的价格、立法、进出口、补贴政策等措施,来加强食糖产业宏观调控,以促进中国食糖产业稳定发展并提升其竞争力的对策建议。
In order to discover the dilemmas and put forward some reasonable suggests of the development of sugar industry in China, this paper teased production, consumption, import and export of sugar industry firstly,then it analyzed the existing problems： increasing gap between production and demand, increasing import dependence, higher sugar production cost and less perfect regulation policies. In view of the above questions,this paper proposed the following countermeasures： decreasing sugar crop production cost through large-scale cultivation and high-quality varieties, reducing the production cost of sugar enterprise by introducing modern enterprise management system and so on, and strengthening macro-control on sugar industry by reasonable price, legislation, import and export, subsidies and other measures, to promote the stable development of China＇s sugar industry and enhance its competitiveness.
