滇池富营养化的生态补偿机制研究 被引量:5

摘要 随着城市演进步伐的加快和不合理的人类活动,水污染问题日益严重,直接并间接抑制着流域范围内社会经济的良性发展。作为昆明生态治理的攻坚堡垒,滇池富营养化问题一直困扰着城市社会、经济、生态结构的均衡,探索新的解决手段破解技术治理的局限性显得十分必要。文章遵循量化社会成本的思路,以融资、管理,监督为三大共建平台,设计相互配合的滇池流域生态补偿机制,让社会为污染买单,补充丰富现阶段有效的治滇工具,让多个利益相关主体参与到城市经济圈和生态圈的维护建设中来,基于理性管理视角让滇池治理实现更多的正外部效用。 With the rapid development of cities and the increase of unreasonable human activities, the problem of water pollution is becoming more and more serious, which, directly or indirectly, restrains the benign development of social economy in relevant areas. Kunming as the forefront of ecological management, the problem of eutrophication in Dian Lake is always the core fact influencing the balance among city society, economic and the ecological structure, so it is becoming very necessary to explore a new method to break the limitation of technology management. This article is based on the guide of quantifying society cost, regarding financing, management and supervision as three main methods. It is also focus on designing the eco - compensation systems which can corporate with each other, so that the society will pay for the pollutions, and it will becomeeffective supplementary tools which can control the water pollution of Dian Lake efficiently. In this way, more and more stakeholders will participate in the maintenance and construction work of the urban economic circle and ecosystem. This paper provides reference to other management projects.
