摘要
针对目前高校科研经费使用中存在的问题,探讨了产生这些问题的深层根源在于没有按照科研活动的需求来分配和使用科研经费,忽视了科研活动中对"人"的激励和科研活动的"不确定性"等.本文提出从源头对高校科研经费的使用问题进行治理:一方面,按照科研活动的需求来配置和使用科研经费,改革科研经费分配体制,提高科研人员的经费使用自主权;另一方面,加强科研人员的学术道德责任建设,加大违法违规使用科研经费的成本,建立科研人员诚信档案,进行学术共同体的自治,促使科研人员自觉自律地合理使用科研经费.
The problems during the usage of scientific research funds were analyzed, and the deep origins resulting in these problems were discussed, which included that the issuing and usage of scientific research funds were not in accordance with the demand of scientific research activity, and the encouragement to the ＂human＂ and the uncertainty of scientific research activity were overlooked, etc. Thereafter some suggestions are proposed. On one hand, the issuing and usage of scientific research funds should base on demand of scientific research activity, the assignment system of scientific research funds should be reformed, and the autonomy of the researchers should be enhanced. On the other hand, the responsibility and academic morality of the researchers should be enhanced, the cost for the illegal and regulation-broken usage of scientific research funds should be increased, the credit file for each researcher should be established, and the self-regulation of the scientific research community should be carried out. All these will be helpful for the researchers to use scientific research funds with self-consciousness and self-regulation.
