摘要
把握医患保三方利益均衡的平衡点,既能保证医保基金预算科学编制和顺畅执行,又可营造医疗机构公平竞争的环境,对医疗服务行为形成激励约束,妥善处理医疗费用严重偏离均值的情况,在支付制度设计上着力维护了参保患者的利益。
To balance the interests of hospitals, patients and institution of basic medical insurance system, a new approach is created not only to guarantee that the social medical insurance fund budget can be scientifically prepared and smoothly implemented, but also to create a fair competitive environment for medical institutions, to encourage medical services, to deal with the situation when medical costs has serious deviation from the average value and to maintain the interests of insured patients through the design of payment system.
