摘要
通过探讨西部大开发需要新的开发观和资源观 ,分析了西部人力资源开发的潜力 ,提出了西部人力资源开发要坚持可持续发展观念的主要形式是教育和培训 ,进而提出建立健全西部人力资源开发投资体制 ,加强对教育和培训的投资 .
Through discussing the new development viewpoint and resource viewpoint needed in the development of west area, the develop potential of west human resources is analysed. Than,it is put forward that in the development of west human resources, the main style should be education and training,the development and invest system of west human resources should be set up and education and training should be strengthened.
