摘要
新建本科院校是我国高等教育体系的重要组成部分,在其转型发展过程中,存在较多误区,如认为新建本科院校只能转型为职业教育与应用技术大学,通过转型能够实现保障职业内部体系的贯通,通过转型能够解决就业问题与办学定位模糊问题。这些误区的存在是政府或办学主体对大学本质、高等教育发展规律、高等教育管理体制认识上存在偏差所致。新建本科院校转型应避免"一刀切"的做法,按照各校的办学类型、历史传统、教育资源状况来决定,要明确转型发展的主体及相关权利、完善教育资源配置体系以及适度推进转型的市场化发展。
Newly-built undergraduate colleges are an important part of China’s higher education system. There are many misunderstandings in the process of its transformation and development. It is believed that newly-built undergraduate colleges can only be transformed into vocational education and applied technology universities. Through the transformation, it is possible to guarantee the continuity of the internal system of the vocational education and to solve the vague problems of employment issues and the positioning of running schools. These misunderstandings are caused by deviations in the understanding of the nature of the university, the laws of the development of higher education, and the management system of higher education by the government or the school subjects. The transformation of newlybuilt undergraduate colleges should avoid the "one size fits all" approach, and should clear the body and related rights of transformation development, optimize the allocation system of education resources and appropriately promote the market-oriented development of transformation.
