国家教师资格考试管理现状与思考——以江苏省扬州市为例 被引量:1

摘要 教师资格实行全国统一考试是我国教师资格制度改革的重要举措,标志着我国开放式教师教育体系的初步建立。江苏省于2014年开展教师资格国考以来,社会影响和关注度日益增加,考试管理也面临更大压力。以扬州市为例,实施国考打破了"双轨制",体现了权威性,教师教育取向更加鲜明、结构更加合理、更具开放性,也提升了教师职业的尊严感,凸显了潜在的教师需求数;但同时也存在报考规模大给考试工作带来重重阻力,政策"暂行"给长效管理带来不确定性,考试管理信息系统建设尚不完善,面试工作流程和工作职责不够清晰等问题。为此,就教师教育而言,师范院校应加强专业认证和教师教育学科建设,课程设置应着眼于教师基本素养和教学实践能力,教学实施操作应格外注重锤炼教学基本功。 National unified examination for teacher certification is an important measure in reforming the system of teacher certification,symbolizing the preliminary establishment of an open system of teacher education.Jiangsu Province started the National Teacher Certification Examination(NTCE)in 2014 since then its social influence and concern has been increasing and the examination management has also been encountering increasing pressure.Take Yangzhou City as an example,the huge number of applicants imposes great pressure on the organization of the examination.The"temporariness"tagged to the NTCE brings with its some uncertainty in terms of its long-term management.The information system of the examination management is under construction and needs further improvement.The procedures and managing responsibility in the section of oral test still require further clarification.In the aspect of teacher education,teacher training programs in universities should lay stress on program authentication and the construction of the discipline of teacher education,the curriculum should focus on the essential quality and practical teaching ability of teachers,and the basic teaching skills should receive adequate attention in teacher training programs.
