摘要
目的构建一套科学的分级诊疗制度下基层医疗卫生机构2型糖尿病患者健康管理绩效评价指标体系,以发现2型糖尿病患者健康管理工作的不足,并优化服务质量。方法采用文献法初步建立指标体系,在此基础上运用两轮德尔菲专家咨询法确定指标体系,并以层次分析法确定指标权重。结果本研究2轮专家咨询的积极系数分别为95%和100%;权威系数分别为0. 841和0. 866;重要性协调系数分别为0. 146和0. 277,可操作性协调系数分别为0. 212和0. 303(P均<0. 05);最终确定的指标体系包括3个一级指标、13个二级指标、46个三级指标。结论本研究构建的指标体系科学,指标权重设置合理,对于优化分级诊疗制度下基层医疗卫生机构2型糖尿病患者健康管理服务具有重要意义。
Objective To establish a scientific performance evaluation index system of health management for type 2 diabetes patients in primary medical and health institutions based on the hierarchical medical system,and to find out the deficiency of health management of type 2 diabetes patients and optimize the quality of service. Methods The index system was preliminarily constructed by the literature review and finally determined by two rounds of Delphi expert consultation method. The weight was determined by the analytic hierarchy process. Results The positive coefficients of the 2 rounds of expert consultation were 95% and 100% respectively;the authority coefficient were 0. 841 and 0. 866 respectively;importance coordination coefficient were 0. 146 and 0. 277 respectively;operability coordination coefficient were 0. 212 and 0. 303respectively( all P < 0. 05);The final index system includes 3 primary indexes,13 secondary indexes and 46 tertiary indexes. Conclusion The index system is scientific. The weight is reasonable. It is of great significance to optimizing the health management services for type 2 diabetes patients in primary medical and health institutions under the hierarchical medical system.
