摘要
团体标准是国家标准体系的重要组成部分,其市场主导、贴近客户的属性,决定了其将成为我国标准化军民融合的重要载体。本文分析了美国团体标准现状,总结了美国团体标准的军民融合发展特点,从组织架构、管理模式、编号方式、批准形式等方面分析了美国团体标准军民转化的具体模式,对比分析了国内团体标准的发展现状和存在问题,结合我国军民融合对团体标准发展的需求,提出了团体标准军民融合发展建议。
Group standard is an important part of the national standards system.Its market-oriented and customerassociated attributes determine that it will become an important carrier of standardization of military and civilian integration in China.This paper analyzes the current situation of American group standards,summarizes the characteristics of the development of military and civilian integration of American group standards,analyzes the specific mode of civil-military transformation of American group standards from the aspects of organizational structure,management mode,documents'identifying method and approval program,and compares the current situation and existing problems of domestic group standards,putting forward development proposals of the group standard civil military integration in the basis of the requirements for domestic military and civilian integration.
